There are many activities connected with Moses Lee. Not only can he move freely around most locations, but his outfit is a key to completing many challenges.

1. Attending the VIP area party, where you can kill Sierra.
2. Entering the podium in Moses's outfit to celebrate his victory on the track (provided he won: if you do not intervene with the race, he always wins).

Right after the race ends (you will hear the announcement just before its end), all drivers will go to the pit-stops. Sierra will go to Kronstadt Paddock, while Moses will walk through the red carpet next by to then proceed to the podium through the tunnel beneath the track.

Keep an eye on Moses when he's talking to the manager, and then incapacitate him.

After he leaves the podium, Moses's outfit is much easier to acquire. However, if you want to enter the podium instead, follow him backstage. After talking to the manager, he will stand in the corner for a while. Throw a coin closer to the door, to make it impossible for the bodyguards to see him.
