When completing the Finish Line mission in Miami, there are 29 different outfits available. Below, you can find a list of the most important of them that allow you to move freely around designated areas and are easy to get.

You can find them mainly across the different floor inside Kronstadt building. They are dressed in claret suits and have nearly highest clearance. They are "welcome" nearly everywhere - they are one of the few that can freely move around the top parts of the building. Additionally, they can carry weapons on their backs without raising any suspicion. This is the best disguise for you.
He can move freely around Kronstadt building and many different zones. Almost always carries the magnetic entrance card to Kronstadt on him.
Mechanics / Race drivers
You can find them in garage area. They have medium clearance, however higher than the event crew and security guards. They are the only ones that can move around the garage of their team. They have the magnetic card to the garage area.
Event Crew, Event Security
Both are numerous and have medium clearance: VIP area and some locations inside Kronstadt building. They often have the key to the event area with them.
He moves freely around the racing track, however, is not welcome at Kronstadt building. Sometimes, they carry the key to the event area.
Moses Lee is a race driver - he appears on the map only after the race is finished. He has the same clearance as the other drivers (VIP lounge, team garage), while he is an important person in some of the challenges involving killing Sierra and NPCs.
Ted Mendez is a story-related character - The New Army mission. You can find him in the south-west part of the complex, as he strides across the plaza by the ocean near the Kronstadt building entrance. He is wearing the Military Man uniform. He has much leeway when going around the Kronstadt building.
