MP Up Materia can be found in the course of the first story mission (First Challenge) of Intermission expansion, after reaching Scrap Boulevard location.

Scrap Boulevard is an empty location visited before entering Slums - there aren't any enemies here. During exploration, destroy Shinra chests to have a chance of getting additional items. The location of MP Up Materia is marked on the screenshot above.

The Purple MP Up Materia can be found in a dark cave in the location shown in the screenshot above.
