First Strike Materia can be found after reaching Sector 7 Slums area and meeting with Avalanche members. You need to travel to the abandoned factory.

The screenshot above shows the location of First Strike Materia. The area is protected by two Venomantis (vulnerable to Ice, so use Blizzard/Blizzara spells).

First Strike Materia can be found in the location shown in the screenshot above. Simply pick it up so it finds its way to your equipment.
