Beginning of task
The Happy Envoy begins with a conversation with Old Snapper, man dressed as a turtle. The right location has been marked in the screenshot above.

Approach the location shown in the screenshot above and destroy the cardboard wall - the newsletter is on the wall.

Jump on the crate to find yourself in the location shown in the screenshot above and throw a shuriken at the balloon.
The flyer will detach itself from the balloon and land on the ground, where you can pick it up.

Climb to the first floor of the apartment building and hide behind the first chest. The flyer is at the end of the balcony, guarded by a dog - move forward when the dog snoozes off for a moment.
Don't rush, as you'll only have time to move from one chest to the other. You'll need to wait a moment before being able to repeat the action.
The flyer is plastered to the wall, in the location shown in the screenshot above. While approaching the location, watch out so you don't hit the plastic bucket.

While crossing the square, you'll notice cats that play with various flyers. Locate ginger cat shown in the screenshot above - it carried the item to the end of the square and hid it behind the barrels next to a item chest.

To find the final flyer, you'll have to get through an abandoned factory which houses a few opponents. The most difficult fight is at the end, right next to the flyer. You'll be facing two Venomantis (this enemy is vulnerable to Ice, so equip Blizzard Materia).
