From this page of the Final Fantasy VII Remake game guide, you will find out how to unlock dresses for all three characters: Tifa, Aerith (a.k.a. Aeris) and Cloud.

The dresses are associated with a mission in chapter 9 of the FF7 Remake: The Town That Never Sleeps. Note that the quest with changing the outfits appeared in the classic FF7 game from 1997, where obtaining the best dress for Cloud resulted in him becoming Don Corneo's chosen one.

Tifa

Tifa is the first character for whom you can choose a costume. You can make your choice in the third chapter of the game - Home Sweet Slum. However, in order to make this choice, you have to complete Discovery - Alone at Last.

During Discovery Alone at Last you will visit Tifa's room. She'll ask you an important question - What dress she should wear? The options are: Mature, Sporty or Exotic.

Your answer affects her final choice (of a dress):

1. Mature - blue dress;
2. Sporty - panther dress;
3. Exotic - a black dress with a red bow.

You will see Tifa in the selected dress in chapter 9 of the game. Additionally, it's worth remembering that if you don't complete this Discovery Tifa will wear a Mature dress.

Aerith

Number of completed side quests in Chapter 8 - Budding Bodyguard has an impact on her dress. In chapter 8 of the game you will find 6 side quests.

1. 0 side quests - simple pink dress;
2. Half of all side quests completed - elegant pink dress;
3. All side quests completed - long red dress.

Cloud

Cloud's dress depends on how many side quests you have completed in Chapter 9.

1. Never Stops, A Dynamite Body and Burning Thighs - purple-black dress;
2. The Price of Thieves, Shears ' Counterattack and Burning Thighs - white dress;
3. If you have skipped all side quests - black dress.
