Find Pickman in the sewers of Pickman Gallery
Many bandits started living inside the Pickman Gallery. The owner of the place isn't happy about it. Search the whole gallery and get rid of all enemies you meet.
Find the hole in the wall on the highest floor after you kill the last opponent. The hole is located left after entering the top of the stairs.
Jump through the hole in the floor behind the hole in the wall mentioned previously. It will lead you to the basement where there is a small sewers network. Follow it until you reach the last room with a group of enemies. You must jump inside (or prepare proper ambush). In the room you will find Pickman who, for "cleaning" his gallery, will inform you about a safe hidden in the building. You will also receive a key to the safe. In this room you can find Lock Picking Bobblehead between the pillars in the middle.
Opening the safe in the gallery
In the safe that is located behind the painting in the corner of the ground floor, in addition to random items (mostly ammunition) you will find Pickman's unique knife (25 additional bleeding damage).
