Starting the quest
The quest will begin automatically at the start of the next day after completing the Becoming Official main quest. Burgess will stop by your workshop for a visit, explaining where Sandrock gets its water and where it can be obtained. You will also receive two barrels of water free of charge, which you should use immediately to complete the quest.
Put water in your Water Tank
After talking to Burgess, approach the Water Tank in the workshop area (it's the large blue structure to the right of the cottage).
Interact with it, then click the button marked in the screenshot above to add the water barrels you received from Burgess to the tank. This will complete the quest and you will earn a modest reward.
