Luca's office. You can meet with Luca as part of the "Coming to Terms" side quest (M11,13). Chest with a lvl8 lock - it contains the Forged contract, a scroll and gold. There's a hidden stash in the office with a jewel and gold.
Washroom. You can reach the washroom by going through the sewers in Queen's Berth (M11,14). This allows to sneak inside the building at night.
Archives. You can sneak inside the archives as part of the "Coming to Terms" quest and then destroy or switch the real contract.
Governor's office. During the day you can ask for an audience with governor Lueva Alvari. You can receive "Terms of Trade and "The Storms of Poko Kohara" quests. You could've also unlocked "The Storms of Poko Kohara" earlier (meeting with the Royal Deadfire Company) - in that case it will only be updated. The doors to the office are locked at night - lvl 6 lock. The wardrobe has a lvl7 lock (the key is in the desk) - clothes.
Guard bunks. Four chests with low value items.

Director's office. It's inaccessible at first - you must complete "The Storms of Poko Kohara" quest. An attempt to open the door after breaking the lock will result in an attack. Director Castol can give you the "Dirty Laundry" side quest. The office contains books, director's diary and a chest with loot (opening it automatically triggers a fight).
Assistent's office. Olesca Sarasco is here. Wardrobe with a lvl5 lock - it contains a rod, a jewel and gold.
