Western walls. Once you reach the citadel for the first time a guard will stop you and ask for the reason of your visit. You will witness an argument between a guard and a vailian merchant - you can side with one of them (opportunity to use various skills). Entering the watchtower transports the team to the upper walls.
Uto's Gunsmithy. Uto is a merchant - he's selling high quality guns and ranged weapons, grenades, bombs, and cannons along with cannon shots. There are two locked chests inside the building - lvl8 (Exceptional Blunderbuss) and lvl14.
Officers' Lounge. Lounge Server is a merchant - if you're in good relations with Royal Deadfire Company then he will sell you food and drinks.
Fleet Master's Office. Emeini is standing in front of the building - you can recruit her to become a canoneer on your ship, but she'll agree only if you have sufficient reputation. Orlan Peddler is in front of the building and he's a merchant - she's selling rare gloves, ring and charm, as well as potions, antidote, scrolls and gadgets. Fleet Master Wakoyo gives out "Bounty" quests. Wakoyo's desk has a lvl 15 lock and the door to his office a lvl 12 lock.
Powderhouse. This is an inaccessible location for unauthorized people. You must receive an invitation or help yourself out with skills - 12 Bluff or 7 Diplomacy. You can attempt to open the upper door if you have a lot of points invested in Mechanics.
Imperial Command. This is the main HQ for the Royal Deadfire Company. You can meet with its representatives and collect new quests.

Above map presents the location called The Brass Citadel. It's one of the six main districts of city of Neketaka, which is the largest location in Pillars of Eternity 2 Deadfire. The Citadel is occupied by the Royal Deadfire Company, one of the most important factions in the game world (as the game's title even suggest). Traditionally, apart from several quests, you can also trade here and look for treasures.

Important locations in The Brass Citadel

1. West Walls. After reaching the citadel for the first time a guard will stop you and ask about the reason of your visit. Select anything you like in the dialogue options, after that pass through.

You will see a quarrel between the guard and the Vailian merchant. You can opt in on one side. If you want to help a woman, use Insight, Stealth or Bluff. If you think the guard is right and has not let the merchant enter the city, then use Diplomacy or Streetwise. Depending on your decisions, you will have a positive or negative reputation for the Vailian Trading Company and/or the Royal Deadfire Company.

2. Uto's Gunsmithy. Uto is a merchant - he sells high quality ranged weapons and firearms, grenades, bombs and even cannons with ammunition.

There are locked chests in the building of 8 and 14 level (Perfect Blunderbuss).

4. Captain of the Fleet Offices. Emeini stands in front of the building - you can recruit her for the role of cannoneer of the ship, but keep in mind that she will join you only when you have high reputation.

Fleet Captain Wakoyo gives Bounty tasks. Desk of Wakoyo has a 15th level lock and the doors have 12 level lock.

6. Imperial Staff Building. It is the headquarters of the Royal Deadfire Company. You can meet its representatives and receive new quests. We have placed the map of the Imperial Staff Building in a separate chapter of the guide.

Quests to unlock in the Brass Citadel

[Royal Deadfire Company] Bounty - Talk with Captain of the Fleet Wakoyo (M13,4). He orders few quests from this category. First of these consists in killing Assila Sea Dancer.

Important NPCs in The Brass Citadel

Uto (M13,2) - he is a merchant - he sells high quality ranged weapons and firearms, grenades, bombs and even cannons with ammunition.

Waiter (M13,3) - he is a merchant - if you have a decent reputation with Royal Deadfire Company he can sell you food and drinks.

Emeini (M13,4) - she stands in front of the building - you can recruit her for the role of cannoneer of the ship, but keep in mind that she will join you only when you have high reputation.

Orlavian pedlar (M13,4) - he stands in front of the building and is a merchant, selling rare gloves, a ring and an amulet, as well as potions, antidotes, scrolls and gadgets.

Fleet Captain Wakoyo (M13,4) - You can take side quest from him of the category called Bounty.

Other information concerning The Brass Citadel

In a few places of this district you can join conversations with less important NPCs. These chats will not result in any quests being unlocked or in any prizes being awarded. However, you can use them to further shape the character of the hero (e.g. by choosing diplomatic or sarcastic answers during conversations with other people).

Some rooms and locations (especially the Powder Room) are inaccessible during the first visit to the Brass Citadel l. Leave them for later and remember to look for opportunities to build positive relations with the Royal Deadfire Company.
