Once you have completed the Squirrels Just Wanna Have Fun side case and found all the rewards associated with the other 54 squirrel images, head to Fukutoku Park. Talk to Futaba and select Sure.

In search mode, examine the 56th image, painted on the concrete dome.

Next, using the Noise Amp, investigate the sound coming from the top of the concrete dome.
