You can help in expanding the settlements by completing missions for them.

Settlements are self-sustaining and safe locations for citizens. Settlements offer story missions, side missions, and projects - taking part in them is rewarded with blueprints and the ability to recruit people for your base of operations (you can recruit allies after completing all story missions for the given settlement).

You can easily distinguish story missions available in each settlement.

Completing story missions and recruiting new people for the base of operations in mandatory if you want to unlock new mechanics such as recalibration, barbers, or Bounty missions. Projects and missions help the settlement grow and continue to be self-sustainable. You can also encounter traders. During the game, you'll encounter 2 settlements - Theater Settlement and Campus Settlement.
