On this page of the guide to The Legend of Zelda: Link's Awakening, you will find a short description about the fight with Smasher.

Smasher is a Mini-Boss in Face Shrine. To enter the room with him, you need to blow up a cracked piece of wall with a bomb. Smasher has only one attack. He throws his heavy ball at you. Keep him at a maximum distance, and when he throws his ball at you, quickly pick it up before he does. Throw it back at Smasher to deal damage. Four hits should kill him.

Later in the game, Smasher appears in Turtle Rock, and he will continue to reappear after being destroyed like a normal enemy.
