You will receive Inspect Klaasje's buoy in Disco Elysium when you start asking Klaasje about her data, documents (passport). She needs to trust you enough, so trying to approach her aggressively is not a good idea. Below you will find out the details of this mission.

You will receive the task from Klaasje when you ask her for documents. This option will be available after completing the Get the whole story from Titus quest, as a Drama skill check during the conversation with the woman.

Get to the northwest, to the coast. By examining the green orb behind the researchers, you will recognize that it is the buoy you are looking for. It will turn out empty. Go back to Klaasje to tell her about it, and the task will end - most likely, the water took away the contents of the buoy.
