Your goal in the Find the traffic hooligan quest in Disco Elysium is to investigate the case of a deranged driver who jumped his vehicle over the canal and crashed on the coast.
The task can only be performed during the 3rd day of the investigation, after completing the Close the water lock on Wednesday quest, which opens the passage to the next location - The Coast.
Go through the water lock, approach the wrecked vehicle and examine it by selecting the Let's investigate dialog option.
Sit on the nearby swings and wait for the low tide. At this stage, it doesn't matter what topics you will be talking about, you just need to pass time. At some point, Harry will understand that the destroyed vehicle you are just looking at belonged to him - he will lose 1 morale point.
After roughly two hours, the low tide will come - Harry and Kim will be able to search the wreckage of the vehicle (Well, at least I can see what's in there now option). Once the characters get up from the swings, the task will be automatically completed.
