The goal in The Victim's Tattoos quest in Disco Elysium is to learn the story of tattoos of the murdered man whose body was hanged in the backyard of the Whirlin-In-Rags Hotel.
The task begins when Kim takes a picture of the hanged during a visual inspection – the corpse is covered in strange tattoos.
The first person to give you valuable information about the mercenary's tattoos will be Joyce Messier. The woman will say that tattoos are a kind of map. Unfortunately, she won't be able to explain their full meaning.
Joyce will only answer you when you show her your badge (Track down your badge quest) or complete The Jam Mystery side quest for her.
During the Question Klaasje about the dead man quest, you will be able to ask Klaasje to explain the meaning of tattoos. The mercenary had a map of his life tattooed on his body - places he visited as a soldier. The conversation with Klaasje will complete this task.
