Your first objective is to find and take out the prisoner from Kerke Wharf. Put the woman on a boat and reach the other shore. Don't let soldiers attack her. Speak with the woman and go to Meritmaat. She waits in Kerke on a balcony of one of the houses. She wants you to get information about the Commander. Find the documents and kill the man, you can find him in Memphis. After that you must speak with Meritmaat's daughter. This ends the quest.
