This page of the Watch Dogs Legion guide provides a walkthrough of the Wheels in Motion side mission. This quest will be available when you complete all the Lambeth missions highlighted in red on the map.

Get in touch with the DedSec informant first. You'll find him on the bridge in Lambeth.

After receiving further instructions, jump into the water and swim to the marker on the map or use a motorboat. Your goal is a platform which is a guarded object. Use a hack to disable the turret stationed there, then go to the terminal to access the anti-terrorist drone.

Then, using the drone, go to the next markers on the map. Destroy the data protection stations by shooting at them. Once you've done that, fly to the Ferris wheel and hack the billboard.

Hacking will take some time, so you will have to fight with the enemy drones until it's completed. If you don't know where the attack will come from, watch the minimap so as not to be surprised and take down the enemies much faster. Use machine guns and rockets. When the counter shows 100%, you will complete the mission.
