After clearing 3 Roxxon Labs and 3 Underground Hideouts in the city, you will receive a message from a reporter about a secret hideout of Roxxon Lab members. The mission will not be available from the FNSM app - to start it, go to the marked location on the map.

Scan the surroundings when you arrive at the roof of the building. Yank the door with the web (L1 R1) and open the safe.
