The first quest that you get from Cartman requires you to take four selfies with people from your neighborhood. Mrs. Farnickle is your first target. You can meet her right after leaving the home. Press (R1/RB) to take a selfie. You can take them with any of the characters that have a camera icon above their head which is visible in Inspection Mode. Then, you must go left and help the Postman to open the mailbox (hit it). After that he will take a picture with you.
