Below you can find walkthrough for the mission in which you must get to Tony Derazio and murder him. It becomes possible after you take over two rackets in Downtown by completing the story missions "Construction" and "Blackmail". Before you start this mission, make sure that Lincoln has full supply of adrenaline injections and a bulletproof vest. You can also equip yourself with a good weapon for short and medium distance because the shoot outs will take place in the rooms and corridors of the hotel.
Reaching Tony's apartment
Start with meeting with Donovan in Downtown. After listening to the conversation you will have to get into Tony's apartment located on one of the top floors of the Royal Hotel. You can do it in two ways.
If you like the more direct approach, you can get to the hotel lobby and attack the gangsters that are protecting the entrance to the elevator that leads to the apartment. This will alarm the people gathered in the hotel and after completing the elevator ride you will have to fight the gangsters in the apartment.
It is a better idea to get to Tony's apartment without starting an alarm. In order to do it you must steal Dominick's limousine. Reach the place where it is parked. Dominick and three gangsters are nearby, but you can lure them away one after another and eliminate with accurate shots from a weapon with suppressor.
Once you steal the limousine, reach the entrance to the underground parking lot. Wait until you are automatically let in and park the car in any place you want. Now you must reach the elevator in the underground garage. There are at least three gangsters positioned in the area, but you can try to lure them away to a different place or eliminate them one after another.
The elevator will lead Lincoln to one of the upper floors. Start using the stairs and keep moving higher and higher. Soon you will reach the reception. Here you should remain hidden as well. You can eliminate the enemies in the room one after another or you can try sneaking pass them. You must reach the new staircase that will lead Lincoln to the apartment.
Murdering Tony
If you triggered an alarm in the hotel, just after using the elevator you will have to face the gangsters in the apartment. Try using larger objects as cover and don't let anyone surprise you.
If you remained undetected, you can sneak up into the apartment through the large balcony. You should silently takedown at least some of the enemies here, thanks to that they won't bother Lincoln in a few moments. Once you clear the area enough, use the door leading to the upper floor of the apartment.
Find the door that you must open with a crowbar. The next door will lead to Tony's office and Lincoln must kick them. Be careful because the boss will immediately use a rocket launcher (luckily he will have only a single bullet). Position yourself at the door and respond with fire. If you haven't eliminated the enemies in the apartment, then consider retreating to one of the previous rooms and attacking them from there.
You must weaken Tony enough so that he kneels. In addition to attacking him with guns, you can throw him a grenade or a Molotov's cocktail. Walk towards him and press the execution button in order to trigger a cutscene in which he is thrown from the apartment through the window.
Escaping the hotel
Go back to the bottom floor of the apartment. If there are some enemies here, then take them down or distract them. You must reach the elevator in the apartment and ride to the hotel lobby.
A much larger group of gangsters will appear on the ground floor of the hotel. Fighting them is a bad idea, but if you want to do it then start with throwing grenades or Molotov's cocktails before they split. Later in the fights you should watch out so that no one gets to the higher floor and actually become a threat for Lincoln.
It is a much better idea to take advantage of the chaos and escape undetected. In order to do it, turn left and then use the stairs leading to the underground parking lot. Once you get to the bottom, open the door silently.
You will find a few enemies on the parking lot. You can eliminate them or steal one of the cars and escape the area. Leave the underground parking lot and move away from the hotel (if you weren't detected, no one will chase you).
Rewards for completing the mission: Complete takeover of Downtown.
Aftermath
Important - Once the mission ends, Lincoln will return to the mansion on the bayou where he will decide which of his underboss will receive Downtown. If you have already taken over one of the "new" districts, then you will be familiar with the mechanism. Otherwise you must know that you have complete freedom in selecting the underboss. You can assign the district to the person who previously received rackets that are present in that area or you can change your decision and give it to someone else. In that case the rackets in the area will be also given to the new person. When selecting the "manager" of a district, you should decide based on bonuses they offer. However, if you don't want to make anyone too angry, remember that at the end of the game each of them should control 3 districts (in other words, 3 districts for Cassandra, 3 for Burke and 3 for Vito).
Important - Now you can start missions related to Barclay Mills and Tickfaw Harbor districts or you can take interest in the newly unlocked story missions "Drugs" and "Sex". They are about taking over French Ward from Lou Marcano.
