The following page of the guide to Age of Empires 4 provides a walkthrough of the Tribute mission in The Rise of Moscow campaign. It also contains a map to help you find all the other Markets and gold chests.

On this map we have marked all of the most important locations encountered during the Tribute mission. Enemy camps are not included here because they are randomly generated.

Walkthrough
The mission begins with paying a tribute of 1500 gold pieces. You will only have 8 minutes to gather the resources. Produce some military units and go near the Markets to defend the Traders along the trade routes.
At this point, you can unlock the Keep the Change achievement. You can read more about it on a separate page of this guide: Trophies/Achievements.
Send a Scout to recon the area. Pick up any gold chests you find.
As you traverse the region you will also find new Markets, with a gold chest next to each one. Hire additional Traders and create new trade routes to accumulate as much gold as possible. These routes should be constantly protected from enemy units. Put more fortresses and troops at every road, Market and forest path.
To complete the mission you need to buy a minimum of 4 Markets, out of which you'll then create settlements. If you want to purchase a given Market, you need to deliver 750 gold to it. You can find detailed information about trade routes by clicking the icon in the upper right corner of the screen.
From time to time you will also have to pay tribute. Over time these amounts will begin to rise, so you should buy the Markets as soon as possible and protect all trade routes properly. Keep making new military units and setting up new Outposts. Remember to pay the tributes to avoid Mongol invasions.
When the optional mission objective appears, gather a squad of Archers and Spearmen and, along with the leader, destroy 6 small enemy camps. You will receive gold chests for each destroyed camp.
Your leader can regenerate health of the nearby units. Don't forget to heal your squad after each battle.
Enemy camps are randomly generated and are usually located near Markets.
