The gang hideout is a small encampment on the beach. The good news is that you can approach the hideout from any side (e.g. the street or the water).
There are as many, as three enemies that you need to locate with the Profiler. The first one of them is staying in the southern portion of the encampment. It is best to distract him, although you need to watch out, because hacking into an object in the surroundings, or using the Lure may be noted by the other enemies in the area.
The second target is staying in the North-Western part of the encampment. He is walking over the wooden platforms at the water and it is best to approach him from the side of the water.
The third target of the mission is staying in the North-Eastern part of the encampment. He is, definitely, the most difficult to reach. Try to lure several of the enemies away from him, or eliminate them, because even if the corpses are spotted, none of the targets will dart away.
Burning Bridges
The gang hideout is the big bridge under construction, which is located in the North-Eastern part of Pawnee. The best way to approach the bridge is from the South.
Around, there are as many, as three mission targets. walk into the red zone from the South and start scanning it. Try to locate the first mission target but watch out for the sniper, while doing that, who is stationed atop the nearby crane (you can try eliminating him at a distance, if you have a good suppressed weapon, or distract him with hacking). Wait for the right moment and take down the first target.
The second target of the mission is patrolling the lowest level, across the river and it is best to use the Profiler, to locate him, in combination with hacking into the cameras around.
It is not too easy to reach the target, because the area is being guarded by many enemies. I recommend that you use the elevator shown in the above screenshot and, after the ride ends, climb down the stairs. As for the single guards that you run into, you can either distract or eliminate them. Sooner, or later, you will approach the second target and you will be able to attack him by surprise, quite easily.
The last, third, mission target is at the top level of the bridge under construction. Again, climb up the stairs. After you reach the opposite bank of the river, I recommend that you move alongside the bridge, thanks to which you will walk around, at least, several of the guards.
Again, use the Profiler and hack into the cameras to examine the area. The last mission target is standing next to the van and it would be a good idea to lure him away, to walk behind the vehicle, or behind the nearby container. After the successful melee attack, go Northwards and leave the hideout.
Decapitated
Note - Most probably, this mission becomes available as the last one. If you have any problems unlocking this mission, you can use a trick here. Go to Pawnee, to the marker shown in the above screenshot, which is connected with Human Traffic investigation. After you get there, locate the merchant at the cemetery and hack into his phone to obtain a new clue. Head towards the briefcase marked by the game. Along your path to the destination, you should receive a piece of information on the adding of the hideout's location to the map.
The gang hideout is the cemetery in the Eastern Pawnee.
Do not attempt to walk into the cemetery straight away. Instead, examine the hills around it to find out that there is an enemy sniper on one of them. It is a good idea to eliminate him, thanks to which you will not be spotted by him out of a sudden, further into this mission.
Start hacking into the surveillance cameras now, thanks to which you will locate the mission target. Near the person marked by the game, there are two regular guards and you need to eliminate them or distract them. Approach the target, himself, by taking cover behind the numerous tombstones around. After the attack, leave the cemetery.
Out of the Woodwork
The hideout is the sawmill surrounded by water on three sides. It is best to approach the hideout from the North, because this side is not being watched.
You need to locate, and eliminate, two targets in the sawmill, where the second one does not appear, up until the moment in which you eliminate the first one. Your target is staying in the location shown in the above screenshot, i.e. he is standing next to the sawmill main building. Make it over to the balconies above and locate the ladder. After you climb down the ladder, you will get down exactly behind the target. Make sure that nobody is looking this way and take him down.
I have already mentioned that the second target appears only later into the mission. He reaches the sawmill in a car (from the South) and starts patrolling the central part of the location. Depending on your preferences, you can first eliminate the nearby enemies (best while standing on the sawmill balcony above) or try to approach him, while taking cover behind the numerous object in the sawmill.
