There is a clear division into provinces and regions on the campaign map. Each province consists of several regions, of which one is capital. It contains a city, surrounded by walls and has special buildings that you cannot construct in other settlements. The rest of the regions contain production centers that are the central axis of your economy. In addition, when having just the provincial capital in your possession, you can appoint a governor.

For this reason, it is much easier to manage provinces where all or most of the regions are under your control. Thanks to this, your income will be higher, and buildings in the capital will affect a larger number of settlements. Public Order

Public order is an important indicator that determines happiness and security in an individual province. It is extremely important when it comes to maintaining control over a given part of your kingdom.

The lower the public order, the lower income, and supply yield. Both of these negative impacts are not beneficial to the development of your province. If this parameter falls below zero for a longer period of time or reaches a very low level, you can expect the appearance of bands of highwaymen and rebels, or even a provincial occupation by said rebels. Some events or structures have a bad effect on public order. Remember, that buildings do not only affect one region but the entire province.

List of factors that affect public order negatively:

  1. Recent occupation or looting of a region,
  2. Special events,
  3. High taxes,
  4. Buildings which generate unrest, e.g. mines or marketplaces,
  5. Additional traits of governors,
  6. Supply shortages and shortages of other unique indicators,
  7. Sieges,
  8. The influence of hostile generals.

The higher the level of public order, the more peaceful life is for the people of a province. Thanks to this, you can raise taxes and increase your income, or expand the province with buildings that do not affect public order positively. It is always worth having a surplus of public order in the event of unexpected events or war.

Factors and circumstances which affect public order positively:

  1. A governor or a general in the province with a developed Zeal parameter,
  2. Additional traits of the governor or the traits of his wife, which have a positive influence on public order,
  3. Structures, especially buildings from the Church category, provide a bonus to public order. If necessary, destroy or dismantle buildings lowering this factor,
  4. High levels of supplies, fame, zeal, or other unique factors of specific factions,

  1. Random or special events, e.g. the Fair of Tailtiu (the Mide faction) or a successful Viking expedition (the Dyflin faction),
  2. Some technologies also improve public order.

The easiest way to raise public order is by appointing a governor with a high Zeal stat or with special traits that increase public order. In addition, construct special buildings which will have a positive impact on this factor in the capital, and try not to rush the development of industrial or related buildings that have a negative effect on the life of citizens. You can also bring in an army with a general that has a lot of Zeal points. Thanks to this, you will be able to temporarily control the population. As a last resort, you can try to reduce taxes, but money is always needed to maintain the army and develop your provinces.
