In Judgment, you will meet a lot of characters who can become your friends and entrust you with different missions, or give gifts. Below you will find a list of all friends, a guide on how to get a higher level of intimacy with them and access side investigations. The game features 50 friends who can be befriended by Yagami and start the so-called Friend Event, that is (in order of appearance, according to the chapters and side missions):
New friends become available along with promotions in the main storyline and after completing certain side cases. Their icons appear on the map, so you can easily find the NPCs and listen to their requests. Reach the maximum friendship level with individual characters to get access to unique rewards. Besides that, this often opens up new side cases.

Hanae Ida
When does this friend become available?: Chapter 1: Three Blind Mice
Description: This woman sells food in a bar. Eat a few meals offered by her. Always agree to take a photo and choose a smiling expression. Go back to the restaurant after some time, order something and take another photo with a smile expression. Come back to the girl later. She will tell you about the contest - this means that you have reached the maximum friendship level.

Description: This man is a chef in the restaurant. You have to eat food at his restaurant - this will increase your friendship level. After a while, the man will tell you that he has lost his recipe - you have to find it.
Kunio Ichinose
When does this friend become available?: Chapter 1: Three Blind Mice
Description: This man is a chef and owner of a brand of restaurants in the city. You can meet him from time to time in the restaurant. Order food the first time you visit the restaurant. Then, you have to keep talking with him during subsequent visits.
Sota Nonomura

Description: Buy items for a total of 7,000 yen to get the maximum friendship level.
Fumio Matsuzaki

Description: First, eat at the bar, and then return to this place after a while. Inside, you will meet a dissatisfied customer. Talk to the friend, and he will offer you a meal for 1,000 yen. Description: Go to the woman and do shopping. Then make a short conversation, and select Fast Food Joint. After a while, go back to the man and talk to him.
Haoyu Xiu
When does this friend become available?: Chapter 1: Three Blind Mice
Description: Eat a meal with him and talk. Repeat the procedure again after a while. One time when you go back to the man, you will see someone running away from the restaurant - choose Someone ate and then booked it, then run after the person, and catch him, and you will max the relatioship with Xiu.
Takeo Inose

Description: Eat a meal with him. At the exit, you will meet another employee. Talk to him. Now you need to go to another friend - Tsukumo, who sits in Mantay. This is the location of the first cat.
Here you will find a second cat with a drone.
And here you will find the last cat with a woman. Talk to her and you will complete the friendship with Nekomiya.

Description: usually, you have to eat something from the man to start making friends with him. Choose the answer, Honey. When you come back another time, you'll see guests talking in front of the restaurant. Talk to the owner and ask him to make his own version of ramen - when you come back again, the man will be very happy and you will make complete friends with him.
Goro Moroboshi
When does this friend become available?: Chapter 2: Beneath the Surface
Description: you will meet a man while completing the main thread. You will encounter a wounded homeless man, whom you have to help. Go to the sewers and you will meet the doctor there , doctor Moroboshi. Choose "Kondo is calling you" and he will run to help the man - you will get half the level of relationship with him. Go back to the sewers again and the doctor will ask for your help. Go to the specified location in Champion's District and talk to the homeless. As a reward, you will gain a full belt of sympathy from Moroboshi.
Yosuke Saotome
When does this friend become available?: Chapter 2: Beneath the Surface
Description: Talk to the man and then go to the next friend (described below) - Shinzato Madoka. To progress the relations with Yosuke, you need to get acquainted and make friends with other residents of the city. It is necessary to mention Ryan.
Sensato Madoka
When does this friend become available?: Chapter 2: Beneath the Surface
Description: Go to a meeting with her. To establish a relationship with her and complete the task for Yosuke, you need to acquire a skill that increases tolerance for alcohol.
Ryan Acosta
When does a friend become available?: Chapter 3: The Stickup
Description: Go to a friend's location and use the drone to spot him on the wall of the building. Find the friend's marker near the Theater Square. Go upstairs and play darts, and after leaving the minigame, Ryan will challenge you. Defeat him and you will get even more of his sympathy. Find Ryan again, and he'll challenge you to a duel. Defeat him, and you'll make friends. Ryan is a valuable companion because from now on will help you in the battles in the city.
Bantam Owner
When does this friend become available?: Chapter 3: The Stickup, after completing optional cases.
Description: you should visit a man and answer with "Customers who ask the impossible," and then visit the store again.
Noboru Hiranuma
When does this friend become available?: Chapter 3: The Stickup, after completing optional cases.
Description: you need to take a picture of another goal. Go to the markers, take pictures and go back to Hiranuma. The last task is the most difficult one, because your goal is the white Crow, a very rare bird that can be seen only at night.
You have to go to Tenkaichi Street and find the Stardust club. Behind it, you will find an alley to climb to the top of the building. From here, you can take a picture of the animal and return to Hiranuma to complete the last level of the relationship.

Description: The man can be found in the sewers, next to the doctor. You can buy special items from him for SP. Once you have purchased several items, you will be able to advance to the maximum level of friendship with him.

Description: The old man will help you in the fight against the thugs in fifth chapter of the game. From now on, you will unlock the extracts and have to bring them to your friend within Friend Request. The first order requires Extract Recipe: Throw (2 Empty Bottles + Twig) - you can find items lying on the streets of the city. Another recipe requires 2 Dented Carbon and 2 Bronze Plate. The third desired male extract requires 5 Onigiri, 5 Tuna & Egg Sandwich, 4 Fresh Tuna Cat Food and 2 Sushi Set. You can buy most of the items at Poppo. The last extract requires 4 Exquisite Screw, 2 Old Circuit, 2 Mysterious Stone and Gold Tuna Cat Food. The first three items can be found on the streets of the city, while Gold Tuna can be bought from Morio Onodera for some SP.

Description: You will encounter him at the very beginning of the chapter. The man will tell you about the business idea and unlock an app on your phone - Quickstarter.
Noboru Tateyama
When does this friend become available?: Sixth chapter of the game: Collusion
Description: Talk to a man, and Yagami will give him the idea of starting with his Quickstarter idea. You have to fund his G.A. project. Labs: Basic Construction, Development Floor. This way, you'll get the maximum level of relationship with him.
Toshiro Koizuka
When does this friend become available?: Sixth chapter of the game: Collusion
Description: This man requires you to help him in his business of opening locks. You need to complete several orders from your customers and open several locks.
Kenji Tanago
When does this friend become available?: Sixth chapter of the game: Collusion
Description: The man is a master of dodging and he will challenge you to try to hit him. This is not easy - it helps to make an EX movement with another object, or dodges combined with blows. When you beat a man twice, you'll make a new friend to help you fight in the city.
Takumi Katagiri

Description: This friend becomes available when you solve side investigations with guessing the code to the safe. Building a relationship with a man takes quite a long time - you have to tell him different stories based on the main theme and side investigations. From here, it's best to leave it for later and return to it at the end of the game, when you've practically dragged the whole game.

When does a friend become available?: Chapter 7: Limelight
Description: A man wants to work for Starlight and you have to help him with picking up women. First go to the woman on Tenkaichi Alley and choose Going somewhere? Then: I could always take you there. In the second round, approach the boy at the Sega Club (Nakamichi St.), then find his sister and lead her to the baby. Help Hideaki in his fight and after the cutscenes you'll advance the relationship level with him.

Description: You must help your friend several times to defend himself against the attacks of large Yakuza groups.
Kim Won-Soon

Description: Level of relation with this friend can be advanced pretty easily. All you have to do is to return to the man from time to time and choose the dialogue paths that will make it easier for him/her to develop the place.
Voluptuous Woman
When does a friend become available?: Chapter 9: Mystery Drug
Description: You will find this woman in the casino. You have to win twice with her in poker in order to gain the maximum level of relationship.
Mari
When does a friend become available?: Chapter 10: Chumming the water
Description: Woman resides in the Tender club. The first level of the relationship you may enter during the main plot, and the second level requires visiting a woman after some time. In conversation, choose Tsukumo, and surprise the woman with an unexpected guest.
Sakura Amamiya
When does a friend become available?: Chapter 10: Chumming the water
Description: A woman is a masseuse who experiments with acupuncture. Being at Yagami Detective Agency you can call her and ask for a massage. A few therapies (some time has to pass between them) and you will become friends with a woman.
Ryo Suzaki

Description: The man is Cane Man's twin brother. To make friends with him, you must agree to drink with him twice. You need to acquire a skill that increases the endurance of the protagonist for alcohol.

Shun Isaka
When does a friend become available? If you run away from the police in a game just once. The police shows up when you've been fighting enemies for too long.
Description: You need to talk to a man twice and take part in a sprint chase sequence.
Yurika Tachibana
When does a friend become available?: After playing a party of Mahjong at Lullaby Mahjong.
Description: You must first play a single Mahjong game at Lullaby Mahjong. Then, a woman appears on the map, talk to her and unlock access to the new Mahjong mode. You need to play a game and win a round when you have "Wareme" that is random.
Ebisu Pawn Owner Fukutsu
When does a friend become available?: When you have any of Suzuran Painting's in your inventory during a conversation with this man.
Description: You need 5 paintings to advance this relationship to the maximum level. You can buy Suzuran Painting from the SP at Morio Onoder's near sewers. You can buy Tsubaki painting in L'amant for 5,000 Chips. Botan painting can be bought at Dragon Palace 2F for 5,000 Chips. You can buy Ume Painting for 5,000 Chips at Dragon Palace 3F. Sakura Paining - You must complete the Dice and Cube Middle Course Standard Rules with at least 5 dice at the end of the game.
Sebastian Hutton
When does a friend become available? : After completing the Grand Prix Beginner League of Drone Racing.
Description: You must find all Drone QR Codes (around 50) in the city.
Shuichi Hatano
When does a friend become available?: After finishing at least 2 batting courses.
Description: After finishing 2 batting courses purchase gloves. Then finish three more courses, go back to the man and buy a golden stick from him.
Yoshida
When does a friend become available?: Complete all homerun and challenge courses in the Batting Center.
Description: After talking with a man, you will unlock new courses to play - finish them.
