Where to find him?
You can find Rovlen in Bilbrin Forest - the fourth area on the continent of West Luther. He is located in a narrow inlet, east and then north of Grayhammer Mine.
How to fight him?
Rovlen is an easy opponent because he's basically a plant - and because of that, he doesn't move. He can heal himself slightly when he creates a barrier - in such case he creates tentacles around him, which you should destroy as soon as possible - he doesn't take any damage then. He also uses these tentacles to attack (you can see where by the red zones on the ground) and he can apply poison effects, so if you are low on health you should quickly retreat, as you can take additional poison damage.
Fun fact: the boss may drop his tentacles after dying - Rovlen's Tentacle - which after half an hour turn into Wriggling Raw Tentacle, which is one of the dishes in Adventurer's Tome.
