Location of the 2nd skull - Foundation main mission
You can find the second skull soon after finding the Weapon and inserting an AI chip into the Master Chief's armor.
As you make your way, you will notice running ghosts and will reach the big window (see screen). You have to turn left here.
In the next area, deal with the opponents, but don't go any further. Look up and use your scanner to locate the well-hidden skull - we highlighted it in the screen.
Use the Rope Launcher on the pillars to climb them to the top. This requires a considerable precision. Remember that you can also use the launcher mid-air. Of course, you risk falling down.
You should ultimately climb to the shelf shown on picture 1. After pulling yourself one more time, you will find yourself next to the skull as in picture 2.
