On this page of the Elex 2 guide, you will find a walkthrough of A Thief for Halvar quest, which you receive from the eponymous Halvar. You will find him in the upper part of the Fort, so you will need to complete the Berserkers' Trust quest to unlock the mission (then you will gain access to the upper part of the city).

Stealing the guards' pouches

The task is to steal 5 pouches from Fort guards . You will find them in the garrison, the building in front of which stands Halla - it's a building right next to Halvar. The pouches are in locked chests, so you need the skill to open locks. Apart from that, there are always guards in the area, so sneaking is useful. After stealing the items, go back to Halvar to complete the mission.
