This page of the Elex 2 guide has a walkthrough for the side quest in the Tavar region called Plague of Rats. You will receive the task from Olaf, who will ask you to get rid of the titular rats.
Beginning
Olaf, this quest's giver, is shown in the picture above - he is near the Fort. Go there and talk to him.
Defeating the rats and completing the quest
The quest's objective is very simple - you have to defeat 5 rats. Their location will be marked on the map. Defeating them is possible even with basic equipment. Take a look around the dome where most of the rats are - you will find potions, Elexit crystals, and plants.
Defeating all the rats will automatically end the quest, but it is also worth returning to Olaf - he will give you 100 Elexit crystals.
