You may encounter Private James while exploring the Rakkis Crossing and he should be lying on the ground near the stairs. Talk to him in order to find out that he wants you to deliver a spyglass to his superior.

Deliver the spyglass to Lieutenant Gryffith

Use the stairs to reach the upper level. It shouldn't take long until you've located Lieutenant Gryffith. Talk to him to end this event.
