You can learn of this mission if you hack the antenna located on the roof of building near Coit Tower (northern San Francisco). The location is shown on the screenshot above, it will also be marked by an orange icon on the city map. The objective of this mission will be to take a closer look on the rather suspicious operation of mass phone data interception; the mission is the first one in a series of closely related tasks (subsequent missions will become available once you complete this one).

One of the new antennas - approach it with the Quadcopter

Your task is to hack two devices located near Coit Tower. This will be a child's play, since none of them are secured in any way whatsoever. One you reach a location marked on the map, deploy the Quadcopter to fly up to the antenna and hack it. Repeat the procedure at the second location. [+9000 followers].

Begin climbing near the scaffold

This part of the mission will require you to reach a device installed on the top of Coit Tower. Begin at the base and make your way to the top until you reach the highest balcony. Only then deploy the Quadcopter and head for the device to hack it (any lower and it would be beyond the Quadcopter's range) [+9000 followers].

Permission Denied

The final part of this mission will require you to hack a computer in Greystrom's warehouse in the docks. It's a restricted area, so you need to be careful. First you'll have to reach the box on the ground floor (under the stairs). It would be a good idea to use the Jumper to get there safely, but you can also distract the guards or take them out and reach the box in person.

Use the lift platform to get to the rooftop

After you've hacked the system, find a lift platform nearby. Bring it close to the warehouse and use the platform to get to the roof. There should be only a single guard there, easy to incapacitate or kill (you can also take the stairs if you've fought your way to the box under the stairs. Enter the small room and hack the computer to read the email. This will complete the mission [+9000 followers].
