How to turn a scarecrow into a living being?
In the construction mode, go to the "Classes and skills" tab. There you'll find a scarecrow Patchy the Strawman - put it in your garden.
At first, this is an ordinary item, but you only need to talk to him a few times to make him your friend. If you receive notification that you've discovered a scarecrow outfit, it means you have succeeded.
What are the advantages of having a scarecrow?
The first prize for friendship with the scarecrow is the aforementioned outfit - in the Sim creation mode you will find a new costume and a hat.
However, it is much more useful to get advice on gardening by clicking on the scarecrow and choosing the option "Ask for advice on gardening". This will allow your Sim to develop his gardening skills very quickly, but keep in mind that you can only use this option every 12 hours.

In addition, Patchy the Strawman sometimes leaves its tree and starts exploring the area - probably it will enter your house and start watching TV, for example. Then you can interact with him just like with Sim - joke, play, discuss politics, flirt or even start a relationship.
In addition, you can choose the "Check your pockets for seeds" option every three hours while spending time with scarecrow, so you can get new plant seed. Patchy the Strawman also helps to take care of the garden, e.g. by watering flowers.
Note - you have the option of reviving a few scarecrows, but this will not make it possible for you to benefit from them several times. The respawn time of gardening advice and searching your pockets is still calculated globally for all scarecrows.
