The third part of the fourth chapter has only find 2 collectibles and both of them are readables.
Readable #74 - Majority Supports the New Regime
One of the two readables.
The first readable is in the first wagon that you reach (not counting the starting one). The collectible is hidden in the small room that you can reach from the main corridor - simply turn left.

The second and the last collectible here.
The second and the last collectible in this location can be found in the second wagon. Take the second passage that leads right (when standing in the corridor that goes near the left side of the wagon). There, you can find the readable.
