The gang hideout is the area on the water, with many containers and several small storages.
Carefully, approach the restricted area and start hacking into the cameras in the area. Mark the successive enemies and pay attention, especially, to the sniper, who has very good view of the area. It would be a good idea, before you take the actions proper, to reach him and eliminate him. You can do that by examining the area at the back of the sniper's position and by hacking into the forklift that takes Aiden up, to the containers above.
Eliminating the sniper was important for one good reason - he was busy watching the target. The best way to approach the target himself is by getting him from behind, while watching out for the regular enemies, who are patrolling the area. Take the target down and leave the red zone.
Packing
The gang hideout are the vicinities of one of the warehouses in the cargo bay, in Brandon Docks.
After you approach the red zone, activate the Profiler and start hacking into the nearby cameras. First of all, try to hack into the camera inside the warehouse and to check out its upper balconies. This will allow you to locate the target shown in the above screenshot. The warehouse itself can be approached from any side, by distracting, walking around or killing the enemies that you encounter. Try not to drive the target away, because he would then dart away and you will have to catch up with him.
Port Authority
The gang hideout is in a specific part of the harbor, i.e. around the big warehouse in this location.
After you approach the restricted area, activate the Profiler and start hacking into the nearby cameras, while marking the enemies patrolling this area. After you have checked out the area, head towards the abovementioned warehouse. As for the enemies that you encounter, you can eliminate, distract or walk around them.
Wait for the right moment to enter the warehouse and head towards the stairs to the upper level. This is here that the target is staying (the above screenshot), but you need to watch out because he is being watched by a well-armed guard. I recommend that you wait for the guard to approach the stairs, eliminate him quickly and get the target, before he finds out what has happened (if you are not quick enough, he will start escaping). After the successful action, leave the restricted area.
