On this page of the guide to Watch Dogs Legion, you will learn how to pass the first mission in the DedSec Missions chapter - part 2, which is called Dedsec Party.

This mission is very short, your task is to get back to The DedSec Hideout to celebrate the defeat of Nigel.

Talk to DedSec's friends, first, it will be Hamish, then Inspector Lau. They're both on the lower floor. Then go upstairs and talk to Nowt. At the very end, go downstairs and talk to Richard Malik. When the conversation is over, Bagley will tell you that he has a problem - talk to him. A cutscene will turn on, after it is completed, get out of the hiding place. When you do, you will complete the mission.
