You can prepare either paradise, or hell on earth for the inhabitants of this banana republic. It all depends on how you're going to rule your island. You can try to be like one of those dictators that the US Army wants to abolish in every new "quick war" and hold your position by oppressing your citizens, or care for them like a good uncle, which will make you very popular amongst them. With a wide range of options, you will be able to create capitalism, with factory chimneys towering over the land, or communism, with its slogans. Maybe you will do everything to support your family? Or maybe you will help your citizens by issuing edicts that will increase opportunities and support development? Oppress them using restrictive laws and ubiquitous police and army? Tropico 5 provides all of these options and even more, thanks to the new multiplayer mode. Of course, what is described here, in this game guide, is only a suggestion that can help you in your adventure with ruling a country, but nothing prevents you from using a totally different strategy.

If you want to create laws on the island - this chapter is for you. Edicts are not only new laws, but they may also give more control over citizens, economy or natural resources.

Step 9: Research

Another novelty. This chapter is devoted to the topic of buildings which you should focus on, if you want to earn research points and also what is worth investing in first to ensure a stable development.

Step 10: Constitution

The most important document in the country. Here however, it serves your goals. With constitution, you can control voting tights, the army or even the age of retirement.
