As Holmes, look at the fence, where the crate is lying. You could transpass here. Click on the crate - it's too low.

Head to the platform of cable car and pick up iron ladder released from under the car (on the right).

Return to the crate. Place a ladder on it, and climb up.

Use the pliers to cut two wires on the top of fence.

Sherlock will land next to the white-blue tent. Get inside.
