The Grimm Tomorrow is a side quest which you can undertake once you reach Stellar Bay on Monarch. During the quest, you will have to investigate a delaying package. This page of The Outer Worlds guide offers a walkthrough for this quest.

Walkthrough
The task can be activated as soon as you reach Stellar Bay. You'll be welcomed by Grimm after leaving the landing pad. Talk to him and you will be asked to check the status of his delivery - a Tossball Poster.
The poster belongs to Velma, who works at the warehouse. Talk to her and you will find out that the woman got a higher bid for the poster from Nell working at the betting parlor. The task can be completed in two ways:
Completing The Secret People
To retrieve the poster, you'll need to complete a side quest - The Secret People. After you figure out what happened to Braxton, you will be able to convince Velma to give you the poster.
Recovering missing jerseys
A conversation with Nell has no effect - the woman refuses to negotiate. She will agree to give you the poster only if you help her find missing jerseys.
The shipment is found in the vicinity of Amber Hills. The captured caravan is guarded by marauders. Kill them and then take the prized jerseys.
Deliver the goods to Nell. Thanks to your efforts, Nell will cedethe poster. You can go back to Velma and take the poster unhindered.
All that is left to do is to deliver the poster to Grimm.
