This sets two enemies on fire which means that they will start the fight with reduced health. However, they get a first move. But before that you get a chance to change fight's difficulty. You can also do that later in the game's menu. A higher difficulty gives you no bonuses. The rule is simple: if there are fireworks near your enemies, light them up - otherwise, you should throw fart on them before you initiate a fight.
