The can opener can be found in an abandoned camp in the mountains by a frozen lake. The item is near one of the red tents in the eastern part of the lake. You can find the item's exact location on our map here: Abandoned Camp #1.
The can opener is easy to miss because it is small and partially hidden in the snow.

Using a can opener
To open a gan you have to combine 2 items. Right-click on can opener, then do the same with canned food. Then click LMB on the cog and you will gain access to the contents of the can.
