In this chapter of Civilization 6 game guide you will find a description of a new leader - Eleanor who can lead England or France. You will learn more about her advantages and strategy that can be used while playing as these nations under her leadership.

This nation is available only after you purchase and install the Gathering Storm large DLC to Civilization VI.

Eleanor is an unusual leader who can lead one of two nations present in the game for a long time - France and England. Her special trait is the same no matter which civilization you play. The key to winning is using her skill in a way that is most efficient for the selected nation.

Remember - in a classic match only Eleanor, Caterina or Victoria can participate. If you select England with Victoria as its leader or France with Caterina, then you won't see your counterpart - England or France under the rule of Eleanor. And if you select Eleanor, no of the other 3 leaders will appear. It will still be possible to select Victoria or Caterina in the same match.

Eleanor's special trait is a stronger impact of loyalty on neighboring cities for each Great Work in a nearby city under her rule. It makes taking over cities neighboring with your civilization in a peaceful way easier and it gives you greater influence over such actions. The key is in building culture districts in cities close to rivals. You don't need to have many works - a single great writer and a single great painter will be enough. Building an amphitheater and an art museum can fit up to 5 great works. Some wonders and buildings can increase the number of Great Works in the city, for example, a Cathedral in a holy district. If you have problems with gathering a collection, try trading with other nations or send some spies to hostile cities with culture districts.

Archeology findings are also considered as Great Works. If you have trouble with acquiring Great People, you should focus on building an archeology museum and obtaining a few Artifacts before your rivals. In the expansion pack, England loses the previous bonus that increased the number of museum slots from 3 to 6. From now on England is better when it comes to gathering strategic resources, creating engineers and it has greater income from buildings powered by electricity.

Summary

Eleanor is a good choice for a cultural victory and for taking over cities when you play as France. Playing as England won't enable you to fully take advantage of her potential. France has tourism bonuses and special upgrades that increase culture income. If you plan to fully take advantage of Eleanor's bonus, you must build cities close to many cities of other civilizations and you must invest in culture districts. Gathering Great Works will be important as well. Only this will enable you to increase the size of your dominium and achieve victory.
