This ability may seem to be very strong and unbalanced when compared to bonuses for other nations. That could be true, however, the profit listed above is hard to generate if you don't focus entirely on the ways that lead to it. There is no question that this ability allows for an easier way to achieve culture victory which is proven by additional great works slots in Palace. This leads to an easier acquisition of Great Artists. Thanks to that you can create more Great Works that won't have an impact on your treasury but will bring more foreign tourists.

Religious Convert

You can't build holy sites, get Great Prophets and create religion. You receive benefits from religion that became a majority religion in your cities. Additionally, you receive an Apostle unit every time you build a theatre square or neighborhood (Mbanza).

On the one hand this ability allows to limit the costs for religious infrastructure but on the other hand, you must rely on other players' decisions. You can't use Prophets and all of your faith points must come from the outside sources. In the course of the game you receive Apostle unit which can regulate the number of religious citizens in your cities and if you enough attention to neighborhoods you will get the access to a rather big number of units that will spread believes in other cities. Unfortunately, you can't create your own Pantheon so the only thing left for you is to choose between other players' religions and their profits.

Summary

In this case, culture victory is the easiest to obtain. You can't create your own religion so for the most of the time you are deprived of bonuses that come from having a Pantheon and your own religion. You can't choose between bonuses because it is up to other players to share their religion with you. You can see that Kongo is a civilization that is perfect as a support in a multiplayer game. Thanks to unique abilities you can steal Great Artists from other players which in long run can result in conflicts. However, you should pay special attention to all of the factors that lead to culture victory.
