A city without the access to fresh water has up to 6 housings while a city with the access receives +2 to the current housings.

Must be in adjacent with a river, lake, oasis or mountain.

The first and the most important thing that you should take into consideration is the right placement. You can't build this district if you can't meet its requirements. Placing your district on a land that meets the requirements gives you profits long before building aqueduct, which is something additional and a reward for your previous choices. Depending on how friendly is the environment that you choose for your city, you will get set number of water supplies which can greatly increase both its development time and possibilities. Remember, that your enemies will take care of a proper placement of their capitals so it is your priority to find a place that will be profitable to you. If conditions are not good enough, restart a scenario.

There is not much to be said because basic attributes and requirements are the same. Although you should remember that Bath is one of Rome's assets so when you decide to play as this nation you should pay close attention to conditions of the terrain on which you want to place your city. Otherwise, playing as Rome is pointless because if you can't use one of the basic assets of this nation you are at a disadvantage. The main strength of this unique district comes from additional amenities and housings combined with the access to fresh water which greatly increases your development. In practice this means that you can have more cities and build them faster than your enemies because, if placed on a suitable land, will develop in no time.
