Use the ladder to leave the tunnel. Amy will come to the Willowdale Plaza and see Denby with guards. Follow them - go around building.

Combine rope taken from resistance hideout with the crossbow and shoot at the branch. Climb up by using the line. You will see tortured Denby. You can shoot at him (Mercy Kill achievement), at one of the guard, or just do nothing at all. When the guard will attack you (on the street), use the syringe on him.
