After Tiberius coming, you will get a listening device. When he leaves, knock to the door and talk with the guard about everything (including giving him the resistance password).

Then look at the pile near the door. You will find an empty syringe. Look at the listening device in your inventory (PPM). Turn it up to see a hole. Put the syringe into the hole. You will get a wire.

Use the wire on the panel which is below the window. Then click the drain and put the wire inside it (just click the wire). The raven will do the rest.

Being on the roof, click the raven which is sitting on the top of the next building. Point at guard, then once again click the raven, and point at shiny object which is lying on the ground. You will get a silver coin. Use it on HVAC unit to loosen its screws.

Now use the listening device on the speakers (below the roof). The guard will hear a noise. When he will be close to the door, throw the HVAC unit down. Use the ladder to climb down and leave the prison.
