Meeting with Kuro occurs after you fight with the boss Genichiro Ashina on the roof of the Ashina Castle. The meeting will take place in the Kuro Chamber, and you will receive the Immortal Severence Text from him.

After one of the subsequent returns to the castle Kuro will move to the library. You can find him very easily because he resides in a side room with no opponents.
