Way to unlock the quest: Automatically, after you find Zakir's Auri Culci.

Reach the very top of Zacharias's tower

You can unlock this quest if you meet two requirements. First, you need to complete the "Bring Zakir's Auri Culci Back" side quest. Secondly, you need to progress to the third chapter of the game's story line. Only then, Zacharias's tower, in the Eastern part of the Mages' camp, becomes accessible. Go to the tower (point 29 on the map), climb the stairs to the very top and find Zakir's Auri Culci (100 Glory Points).

Once again, give the auri culci back to the pirate

You now need to locate the gnome that the trinket belongs to. Zakir, depending on the time of the day, may be staying in different parts of the Mages' camp, but most frequently, you can meet him carrying crates close to the camp entrance. (point 6 on the map). Talk to Zakir and give the item back.
