How to unlock the quest: through conversation with Downes.

Quest giver: Downes (point 3 on the map)

Downes won't let the main character inside of the Mages Camp just yet.

Downes can be found in the central section of the Mages Camp (point 3 on the map). The person is guarding the entrance to the main building, reserved for the most important Crystal Mages. Downes won't be willing to let the Nameless Hero inside, unless the hero won't show a special permission. The only person who can give you one such thing is general Magnus himself (point 2 on the map), but you first have to earn his respect.

Meet with Dawnes again after receiving permission from Magnus.

Despite what you might initially think, gaining Magnus' respect isn't very hard and it won't take much of your time. All you have to do is to examine the mine neighboring the Mages Camp, as a part of the main story quest called "New Allies". After delivering the crystals from the mine, you have to speak with Magnus again and ask him for permission to enter. The general will do as you ask, so you will now have to go to Downes and unlock the passageway leading to the mages headquarters.
