Note - the visit to the Fog Island is not compulsory, but I recommend against skipping this step, because you can obtain many interesting items in this location and apart from that, you will obtain many experience points.
Note - the Fog Island is a DLC. If it is impossible for you to visit this part of the world, make sure that you have additional content installed/unlocked.
