How to unlock the quest: through conversation with Saddec

Saddec can be found near the shipwreck, on the pirates beach.

During your stay on the Kila Island, you can meet with Saddec. He can be found near the shipwreck, on the pirates beach. Speak with the man. During the conversation you will be given a drink (Fighter's Liquor), and you will learn that the man is interested with joining the Nameless Hero's crew. Unfortunately, Saddec can't leave Kila right now, as he must take care of the Sick Booze, who saved his life in the past.

You can invite Saddec for joint journeys, but you can only do that after you have access to your own ship.

You will be able to recruit Saddec only when Booze's mental capabilities are fully restored, which will allow Saddec to leave this location. You will need to complete a side quest called "Booze's Beffudled Mind". After you've done it, speak with Saddec again and invite him for a joint journey. The man will agree, but only if the Nameless Hero has access to his own ship (Bones' sloop can't be used for that). Otherwise, you will have to meet with Saddec in the future.

Attention - When Saddec is on board of your ship, talk to him again. This will allow you to start a quest called "I Spy, With My Little Eye..."
